Chief Medical Officer, GME, Providence St. Joseph Health

Dr. Justin Frederick is the Chief Medical Officer of Graduate Medical Education for Providence St. Joseph Health, the 3rd largest not-for-profit hospital system in the United States with 51 hospitals, over 950 clinics, and over 120,000 caregivers across seven states. Dr. Frederick provides leadership and vision across Providence’s GME network including 9 Sponsoring Institutions, 25 ACGME accredited residency programs, 8 ACGME accredited fellowships, and over 485 residents and fellows.

During his 4-year leadership tenure, Dr. Frederick oversees the $225 million enterprise of graduate medical education in addition to postgraduate training in Dentistry, Podiatry, Outpatient Pharmacy, and Clinical Psychology. In 2025, the medical education enterprise demonstrated a positive fully burdened NOI, beating budget by 5% with an annual improvement of 5.6%.

Dr. Frederick’s dynamic vision and strategy for the seven-state health care system have enabled successful Federal Grant procurement for funding in perpetuity to expand behavioral health training and sustain Providence’s partnership with the Spokane Teaching Health Center. Providence GME is recognized for its 100% Board Eligible/Board Passage rate of its graduates, 100% Match/Fill Rate to its ACGME-accredited residency programs, and boasts 40% retention to its medical groups and communities.

Prior to his role as Chief Medical Officer of Graduate Medical Education, Dr. Frederick served as a Radiology Residency Program Director, where 100% of graduates passed the ABR Core and Certifying Exams and where he led the program for six consecutive years of ACGME continued accreditation with commendation.

In that role, Dr. Frederick played an integral part in the development of Departmental and Institutional Wellbeing Programs as Chairperson and member of the Resident and Faculty Well-being Subcommittee. Utilizing needs assessments and validated constructs, a seminal document and recommendations were produced and implemented institutionally enabling all sponsored residency programs to meet present well-being needs and be compliant with the ACGME Common Program Requirements to maintain accreditation.

Dr. Frederick has served on numerous boards and committees and in numerous leadership positions, including the ACGME Sponsoring Institution Major Revisions Group, ABR Angoff Committee, and APDR ad hoc Committee on Common Program Requirements Resources. He has been awarded Teacher of the Year from the Providence Sacred Heart Medical Center Radiology Residents and was an esteemed Stern Regional Faculty Educator for Eastern Washington by the UW School of Medicine. He is an excellent collaborator and adept communicator and has the necessary skills and qualifications to fulfill this role from a diversity of Sponsoring Institutions.

As an independent speaker, Dr. Frederick has been invited as a guest lecturer to the prestigious Canyon Ranch in Tucson, Arizona, to expound on the topic of Integrative Approaches to Emotional Well-being.
